eBay will announce today that it will begin giving US and Canadian sellers up to a 15 percent discount on Final Value Fees based on Detailed Seller Ratings (DSRs) beginning in April 2008. Only PowerSellers are eligible, and beginning in July, sellers must achieve a DSR of 4.5 or higher in all four DSRs to qualify as a Powerseller. eBay believes DSR ratings provide the best measure of customer satisfaction and the best way for it to identify good sellers. The discounts will apply to regular and Store listings, but do not apply to Half.com sales.

If you are a PowerSeller and all four of your detailed seller ratings (DSRs) for the past 30 day period are 4.6 or higher, you qualify for a 5% discount on Final Value Fees

Harold - congrats to you on qualifying!!!  That's super news, and I sure hope it helps you out a ton.  I suspect there are other PS status folks who deserve the break, the discount, etc.

But (and ya knew there was gonna be one) - this IMO does not and will not give ebaY the injection of life it really needs.  That which made ebaY the giant it is today is the small sellers that sell unique, OOAK and/or HTF items.

Speculation only, but this move does suggest to me that ebaY is ready to turn the corner, and align more as an Overstock or Amazon with a large abundance of mass produced items available for open market purchase.  The biggest observation I 'see' - their systems will need a major overhaul for buyers to frequent the site. 

ebaY will be fun to watch in the next few months as this kicks in  --- I would say - so far - the analysts aren't thinking to much of the 'news' - see the stock price as of nowish:
