Is there a way to place html objects say sitemeter or link referal into the footer or header?

I've never used Sitemeter or Link Referral myself Bob but you could probably do it thru the Banner Manager.
Under your Config > Layout Settings> Banners you should find 3 different positions for banners in both the footer and header areas.

Just make sure you give the 'banner' the same group name as what you have in those settings.

I did my google analytics this way and it works great.
